Executive Summary
This policy paper discussed in detail the factors that brought about the deterioration of the quality of education in the Philippines specifically in the public elementary schools. It introduces the significance of the contributions of education to the whole being of an indiviudal and to the national development of the country as well.
Several proposed bills filed recently are taken into consideration to determine how legislators perceived the current situation of the sector. Projects and programs of the government for the past five years were discussed in order to determine and evaluate how the different stakeholders contributed to the improvement of the academic performance of the public elementary school students.
Tables, graphs and outlines were attached to have an overview of the current developments in the sector and to assess and evaluate the performance of the different stakeholders involved in the implementation of the different policies iniatiated. Alternative innovative and existing policies were carefully selected which are considered applicable in the Philippines or suited to its administrative, political and cultural setting.
Constitutional and existing laws were cited to provide legal frameworks in the discussion of the problem issue and several statistics of actual data were provided as samples to serve as the basis to interpret the whole scenario of the actual dimension or the scope of the problem.
